GPS guides the world

2/20/2015 - SCHRIEVER AIR FORCE BASE, Colo. -- "Camera and GPS tracking device nab copper thief, Delta 4 on pad for next GPS launch, and Syracuse Plows Getting GPS Tracking Units," are just a few of the leading news headlines regarding GPS today.

GPS is a term people use and or misuse daily. The satellite system, also known as Global Positioning System, consists of 38 satellites, which circle the Earth twice a day and fly in medium Earth orbit at approximately 12,550 miles altitude.

GPS prevalence today wasn't predicted at its start. And it was not always a commodity utilized by more than 3 billion users on a daily basis.

In 1983 President Ronald Reagan ordered the U.S. military to make GPS available for civilian use due to the Korean Airlines Flight tragedy, which killed its 269 passengers when it entered Soviet airspace after a navigation error.

GPS isn't an automated, self-sustaining commodity either.

The 2nd and 19th Space Operations Squadron at Schriever Air Force Base command and control the GPS constellation, which enables support to the warfighter, precise timing and much more including those directions from your phone.

"Most people are unaware that the GPS satellite constellation is flown by the men and women of the United States Air Force.This well trained team of active-duty Airmen, reservists, government civilians, and contractors ensure the world has GPS 24/7," said Lt. Col. Todd Benson, 2 SOPS commander.

According to GPS.gov, GPS technology is now in everything from cell phones and wristwatches to bulldozers, shipping containers and ATMs.

"The uses for GPS reach far beyond navigation," said Benson. "In fact, GPS is used for precise applications, such as banking transactions, locating a lost pet, athlete performance data, and is even used at cemeteries to precisely locate the remains of loved ones."

Lt. Col. Matthew Brandt, 2 SOPS director of operations, gets excited just talking about how much GPS provides to the world free of charge and how essential it is.

"You should go home and tell your mom that you helped 3 billion people today, probably closer to 4 billion now," said Brandt speaking to the operators whose hands have sent signals to satellites.

Brandt's experience while on a deployment working for the director of space forces, as theatre space integration officer for the Middle East opened his eyes to the big picture of GPS.

"In that capacity, I got an opportunity to stop and talk to folks everywhere and I would ask them, "how does GPS work for you and what do you do with it," he said.

He said one Tactical Air Control Party Airman's eyes lit up when he mentioned GPS. The TACP responded "It's in everything I do."

The Airman also said GPS is the engine this war is run on.

Brandt realized during his deployment that GPS is in infrared detection system over remote bases, blimp censor packages, air drop systems, precision guided munition systems and tools warfighters use.

Brandt acknowledged what this means to the Soldier, Sailor, Marine or Airman down range.

He said GPS is a critical requirement, which enables excellence and mission success.

His message to satellite operators is simple, "Most importantly don't forget what you're doing when you're looking at the states of health screens because, there is probably someone sleeping under their Humvee wanting to go home tonight and they're depending on GPS to do that," said Brandt. "The performance GPS does saves lives every day."

GPS reaches milestones, earns awards

2/20/2015 - SCHRIEVER AIR FORCE BASE, Colo. -- GPS has come a long way during the last 40-plus years. From its initial conception in the early 1960s, to the latest modernization efforts, GPS has achieved milestones and garnered recognition for its contributions to the betterment of humanity. Here are a few of the most notable GPS achievements and milestones.

1957-1978: GPS conceptualization and first satellite launch

During the height of the Cold War, the Soviet Union dealt a major blow to U.S. morale with the launch of Sputnik in 1957. While Sputnik was a victory for the Soviets during the space race, it actually helped lead to the development of GPS. Scientists discovered the Doppler Effect, the thing that makes the timbre of a car horn change as the car passes by, could be applied to the radio signals being emitted from Sputnik. Essentially, they realized that satellites could be tracked from the ground by measuring the frequency of signals they emitted as they passed a fixed receiver location, and vice versa.

In 1960, the first navigation satellite, TRANSIT IB, was put in orbit with the primary function of providing navigational and tracking aids for seagoing vessels, primarily submarines. The U.S. Navy's launch of TIMATION satellites in 1967 and 1969 proved that a three-dimensional navigation system, using latitude, longitude and altitude, and highly accurate clocks, was possible. The TIMATION program was merged with the Air Force's 621B program in 1973 in order to form the NAVSTAR GPS program, according to Encyclopedia Astronautica. On Feb. 22, 1978, the first of 11 NAVSTAR satellites was launched, paving the way for the current GPS constellation.

September 1983: Korean Air Flight 007 shot down, President Reagan calls for civilian access to GPS

On Sept. 1, Korean Air Flight 007 accidentally strayed into Soviet restricted airspace on its way from Alaska to South Korea. The Soviets shot down the passenger plane, killing all 269 people on board. On Sept. 16, President Ronald Reagan issued a statement condemning the act and calling for civilian access, free of charge, to GPS technology in order to prevent a similar event from occurring. The U.S. policy of offering GPS technology to civilians at no charge has remained in place.

1990-1991: Operations Desert Shield and Desert Storm give GPS first combat test

On Aug. 2, 1990, Iraqi forces began occupying Kuwait. Five days later, President George H.W. Bush ordered U.S. forces to Saudi Arabia and so began Operation Desert Shield. Desert Shield, and later Desert Storm, would mark the first time military forces used GPS technology in a combat situation. Allied troops relied heavily on GPS to navigate the Arabian Desert.

April 1995: GPS achieves full operational capability 

GPS passed all its tests and on July 17, the Air Force issued a statement announcing that GPS had met the requirements for full operational capability. "FOC marks the successful completion of Department of Defense testing of the 24 Block II satellites now in orbit and confirmation of their operational capabilities," the statement said.

1998: GPS inducted into the Space Foundation's Space Technology Hall of Fame

According to spacefoundation.org, the Space Technology Hall of Fame exists to honor individuals, organizations and technologies using space technologies to improve the quality of life for all humanity. The foundation included eight individuals and 10 corporations as a part of the technology's induction into its Hall of Fame.

May 1, 2000: Presidential directive calls for the immediate discontinuance of Selective Availability 

A statement from President Bill Clinton said, "The decision to discontinue SA is the latest measure in an on-going effort to make GPS more responsive to civil and commercial users worldwide."

Once deactivated, civilian signal accuracy improved by 10 times, paving the way for increased civilian use. Industries from shipping to fishing to transportation all began using GPS technology, and private companies begin to manufacture and market personal GPS products.

December 8, 2004: National Executive Committee for Space-Based Positioning, Navigation and Timing is formed  

A presidential policy directive, forming the National Executive Committee for Space-Based Positioning, Navigation and Timing, ensures GPS remains equally influenced by military and civilian interests. The committee is co-chaired by the Secretaries of Defense and Transportation and is responsible for managing GPS.

September 2007: Architecture Evolution Plan implemented; GPS III purchase announcement   

On Sept. 14, the $800 million Architecture Evolution Plan, the first upgrade to GPS's ground control segment in 22 years, was implemented in real time without data service interruption to users. The upgrade was the first step in a modernization plan to make current and future GPS features available to users on the ground. The immediate benefit from AEP was the ability to tie the control system into the Air Force Satellite Control Network.

Four days later, President George W. Bush issued a statement announcing the end to procurement of GPS satellites with SA capability. "This decision reflects the United States strong commitment to users of GPS that this free global utility can be counted on to support peaceful civil activities around the world," the statement said.

October 2011: GPS receives the IAF 60th Anniversary Award 

GPS was presented with the International Astronautical Federation's 60th Anniversary Award on Oct. 4 as the space program that has been of biggest benefit to humanity. The IAF set up the award to "recognize an organization or key individual for a singular and successful project in the field of Space Applications, Space Science and Exploration, which could demonstrate through its implementation, that measurable benefit to humanity has been achieved," according to iafastro.org. GPS was chosen as the winner because it is the "space program that touches and aids more humans every minute of every day in every corner of the globe."

U.S. Marshals to Hold Another Bitcoin Auction



Washington – The U.S. Marshals are again auctioning 50,000 bitcoins in connection with a civil forfeiture action against and the criminal conviction of Ross Ulbricht in federal court in the Southern District of New York.

The auction will take place during a 6-hour period on March 5 from 8 a.m. until 2 p.m. EST. Bids will be accepted by email from pre-registered bidders only.

To register, potential bidders must complete all registration requirements by noon EST March 2. Registration documents that were submitted for the Marshals’ previous Bitcoin auctions are not valid for this auction. Interested bidders must submit new registration documents to be considered for this auction. The 50,000 bitcoins are offered in 20 blocks: 10 blocks of 2,000 bitcoins and 10 blocks of 3,000 bitcoins. The winning bidder(s) will be notified on March 6.

The United States and Ulbricht agreed to the sale of these bitcoins, which was approved by a court order in U.S. District Court for the Southern District of New York on Jan. 27, 2014.

Ulbricht, 30, was found guilty Feb. 4 on all seven counts in connection with his operation and ownership of Silk Road, a hidden website designed to enable its users to buy and sell illegal drugs and other unlawful goods and services anonymously and beyond the reach of law enforcement. His sentencing is scheduled for May 15.

SBIRS constellation forms under one roof

2/17/2015 - BUCKLEY AIR FORCE BASE, Colo. -- Airmen from the 460th Operations Group have made history by successfully completing the first series of Space Based Infrared System satellite and antenna communication on Jan. 28-30 from Block 10, the new operations floor, on Buckley Air Force Base, Colo.

The communication to SBIRS satellites and ground antennas is the first step in transforming Block 10 into the new, consolodated operations floor for Defense Support Program, Highly Elliptical Orbit and Geostationary satellites.

Currently, each type of satellite communication platform is in separate locations across Colorado, making it difficult to communicate efficiently as a whole. Bringing the three units together will unify the SBIRS constellation under one roof.

"The intent of Block 10 is to bring all three platforms here in one place to the Mission Control Station," said Capt. Natasha Rosario, 2nd Space Warning Squadron SBIRS satellite engineering chief.

The first SBIRS command was sent on Jan. 28 by the youngest, newest Airman in the 460th OG to the oldest satellite in orbit. Airman 1st Class Brandon Cruz, 2nd Space Warning Squadron, was the first to send commands to a DSP satellite from the Block 10 floor.

Wing and operations group leadership were at Block 10 on the 28th, waiting to see history be made, and a celebration broke out when the command came back successful.

"It was kind of fun," Rosario said. "They sent the very first one which was on DSP, and everyone clapped after the first command went out. They were like, 'yes it worked!'"

The second was done by Airman 1st Class Ali Tabbicca, 2 SWS, to the first HEO payload, the third by Senior Airman David Deadmon, 2 SWS, to the GEO payload.

There's a year and a half until all three platforms will be working on the Block 10 floor, which will then be called Mission Control Station 2, Rosario said. There will be a period of checking out the Block 10 system and software, assuring the ground software delivery can be executed flawlessly.

"We've put testing and rehearsals and practices in place to make sure that we not only check out the system, but that the people are also ready and bringing those two things together as well," Rosario said.

It will be a crawl, walk, then run progression.

Starting with live, single communication, which is what they have already begun, the 460th OG will continue testing their communication with only one satellite or antenna at a time.

The second stage, which will be communicating with two satellites or antennas at a time, will begin in the next month or two. For example, communicating with GEO and HEO simultaneously. An estimated year from now, the OG will have full communication with the entire SBIRS constellation at one time.

This advancement means a lot for the 460th OG and Team Buckley as a whole Rosario said. The squadron will almost double in size and many OG Airmen will have to undertake many hours of training to keep up with the transition to Block 10.

Airmen from the other Colorado SBIRS locations are scheduled to move to Buckley to finish the transition and unify the SBIRS constellation.

"This is a major milestone for a multi-billion dollar system toward a critical national mission in which we have been diligently working for a very long time," said Col. Michael Jackson, 460th OG commander.

Russian National Charged in Largest Known Data Breach Prosecution Extradited to United States



Defendant Brought From Netherlands

After Fighting Extradition for Over Two Years

A Russian national appeared in federal court in Newark today after being extradited from the Netherlands to face charges that he conspired in the largest international hacking and data breach scheme ever prosecuted in the United States, announced Assistant Attorney General Leslie R. Caldwell of the Justice Department’s Criminal Division, Secretary Jeh Johnson of the Department of Homeland Security, U.S. Attorney Paul J. Fishman of the District of New Jersey and Acting Director Joseph P. Clancy of the U.S. Secret Service.

Vladimir Drinkman, 34, of Syktyykar and Moscow, Russia, was charged for his alleged role in a data theft conspiracy that targeted major corporate networks, stole more than 160 million credit card numbers, and caused hundreds of millions of dollars in losses.  Prior to his extradition, he had been detained by the Dutch authorities since his arrest in the Netherlands on June 28, 2012.

Drinkman appeared today before U.S. Magistrate Judge James B. Clark and entered a plea of not guilty to all 11 counts charged in the indictment and was ordered detained without bail.  Trial before U.S. District Judge Jerome B. Simandle was scheduled for April 27, 2015.

“Cyber criminals conceal themselves in one country and steal information located in another country, impacting victims around the world,” said Assistant Attorney General Caldwell.  “Hackers often take advantage of international borders and differences in legal systems, hoping to evade extradition to face justice.  This case and today's extradition demonstrates that through international cooperation, and through great teamwork between the Department of Justice and the Department of Homeland Security, we are able to bring cyber thieves to justice in the United States, wherever they may commit their crimes.”

“Drinkman’s extradition on the indictment this office brought more than a year and a half ago shows how relentlessly we will pursue those who are charged with these serious crimes,” said U.S. Attorney Fishman.  “The incredibly sophisticated work with our partners at the U.S. Secret Service to uncover this enormous, far-reaching scheme demanded an equal effort by our colleagues at the Department of Justice Criminal Division in Washington and our law enforcement partners overseas to bring the defendant back to face these charges.”

“This case demonstrates our commitment to fulfilling an important part of our integrated mission; that of protecting our Nation’s critical financial infrastructure,” said Acting Director Clancy.  “Our success in this investigation and other similar investigations is a credit to our skilled and relentless cyber investigators.  Our determination, coupled with our network of foreign law enforcement partners, ensures that our investigative reach can expand beyond the borders of the United States.”

According to the second superseding indictment, unsealed on July 25, 2013, and other court filings, Drinkman and four co-defendants each served particular roles in the scheme. Drinkman and Alexandr Kalinin, 28, of St. Petersburg, Russia, each allegedly specialized in penetrating network security and gaining access to the corporate victims’ systems.  Roman Kotov, 33, of Moscow, allegedly specialized in mining the networks Drinkman and Kalinin compromised to steal valuable data.  According to allegations in the indictment, the hackers hid their activities using anonymous web-hosting services provided by Mikhail Rytikov, 27, of Odessa, Ukraine.  Dmitriy Smilianets, 31, of Moscow, then allegedly sold the stolen information and distributed the proceeds of the scheme to the participants.

Drinkman and his co-defendants are charged with attacks on NASDAQ, 7-Eleven, Carrefour, JCP, Hannaford, Heartland, Wet Seal, Commidea, Dexia, JetBlue, Dow Jones, Euronet, Visa Jordan, Global Payment, Diners Singapore and Ingenicard.  It is not alleged that the NASDAQ hack affected its trading platform.

Drinkman and Kalinin were previously charged in New Jersey as “Hacker 1” and “Hacker 2” in a 2009 indictment charging Albert Gonzalez, 33, of Miami, in connection with five corporate data breaches, including the breach of Heartland Payment Systems Inc., which at the time was the largest ever reported.  Gonzalez is currently serving 20 years in federal prison for those offenses.  Kalinin is also charged in two federal indictments in the Southern District of New York: one charges Kalinin in connection with hacking certain computer servers used by NASDAQ and the second charges him and another Russian hacker, Nikolay Nasenkov, with an international scheme to steal bank account information from U.S.-based financial institutions.  Rytikov was previously charged in the Eastern District of Virginia with an unrelated scheme.

Drinkman and Smilianets were arrested at the request of the United States while traveling in the Netherlands on June 28, 2012.  Smilianets was extradited on Sept. 7, 2012, and remains in federal custody.  Kalinin, Kotov and Rytikov remain at large.  All of the defendants are Russian nationals except for Rytikov, who is a citizen of Ukraine.

The Attacks

According to allegations in the indictment, the five defendants conspired with others to penetrate the computer networks of several of the largest payment processing companies, retailers and financial institutions in the world, stealing the personal identifying information of individuals.  They allegedly took user names and passwords, means of identification, credit and debit card numbers and other corresponding personal identification information of cardholders. The conspirators allegedly acquired at least 160 million card numbers through hacking.

The initial entry was often gained using a “SQL injection attack.”  SQL, or Structured Query Language, is a type of programming language designed to manage data held in particular types of databases.  The hackers allegedly identified vulnerabilities in SQL databases and used those vulnerabilities to infiltrate a computer network.  Once the network was infiltrated, the defendants allegedly placed malicious code, or malware, on the system.  This malware created a “back door,” leaving the system vulnerable and helping the defendants maintain access to the network.  In some cases, the defendants lost access to the system due to companies’ security efforts, but were allegedly able to regain access through persistent attacks.

Instant message chats obtained by law enforcement reveal that the defendants allegedly targeted the victim companies for many months, waiting patiently as their efforts to bypass security were underway, sometimes leaving malware implanted for more than a year.

The defendants allegedly used their access to the networks to install “sniffers,” which were programs designed to identify, collect and steal data from the victims’ computer networks. The defendants then allegedly used an array of computers located around the world to store the stolen data and ultimately sell it to others.

Selling the Data

After acquiring the card numbers and associated data—which they referred to as “dumps”—the conspirators allegedly sold it to resellers around the world.  The buyers then sold the dumps through online forums or directly to individuals and organizations.  Smilianets was allegedly in charge of sales, selling the data only to trusted identity theft wholesalers.  He allegedly charged approximately $10 for each stolen American credit card number and associated data, approximately $50 for each European credit card number and associated data and approximately $15 for each Canadian credit card number and associated data, offering discounted pricing to bulk and repeat customers.  Ultimately, the end users encoded each dump onto the magnetic strip of a blank plastic card and cashed out the value of the dump by either withdrawing money from ATMs or making purchases with the cards.

Covering Their Tracks

The defendants allegedly used a number of methods to conceal the scheme.  Rytikov allegedly allowed his clients to hack with the knowledge he would never keep records of their online activities or share information with law enforcement.

Over the course of the conspiracy, the defendants allegedly communicated through private and encrypted communications channels to avoid detection.  Fearing law enforcement would intercept even those communications, some of the conspirators allegedly attempted to meet in person.

To protect against detection by the victim companies, the defendants allegedly altered the settings on victim company networks to disable security mechanisms from logging their actions.  The defendants also allegedly worked to evade existing protections by security software.

As a result of the scheme, financial institutions, credit card companies and consumers suffered hundreds of millions in losses—including more than $300 million in losses reported by just three of the corporate victims—and immeasurable losses to the identity theft victims in costs associated with stolen identities and false charges.

The charges and allegations contained indictments are merely accusations and the defendants are presumed innocent unless and until proven guilty.

The ongoing investigation is being conducted by the U.S. Secret Service.  The case is being prosecuted by Trial Attorney Rick Green of the Criminal Division’s Computer Crime and Intellectual Property Section, Chief Gurbir S. Grewal of the District of New Jersey’s Economic Crimes Unit, and Assistant U.S. Attorney Andrew S. Pak of the Computer Hacking and Intellectual Property Section of the District of New Jersey’s Economic Crimes Unit.

The Criminal Division’s Office of International Affairs assisted with the case, as did public prosecutors with the Dutch Ministry of Security and Justice and the National High Tech Crime Unit of the Dutch National Police.
