Rebuilding Defense Industrial Base Requires Skilled Labor

To remain competitive, the United States must rebuild its defense industrial base — the private sector companies that provide the military with hardware and munitions — and that means more than just facilities and businesses.  

That was the message delivered by Michael Cadenazzi, the assistant secretary of war for industrial base policy, during a field hearing before the House Appropriations Committee's defense subcommittee in Santa Clarita, California, Sept. 4. He noted that rebuilding the defense industrial base also means having the right people lining up to do the skilled work at those facilities, such as welding and machining.

"My focus here today is on the skilled tradespeople we need to rebuild and scale the [defense industrial base]: the engineers, the pipe fitters, the welders and those who make the world's finest weapons for our warfighters," Cadenazzi said. 

Through a variety of initiatives, the War Department has made it a priority to encourage young Americans to choose skilled trades to provide the workforce needed to rebuild America's industrial base. 

"Decades of government policy and societal pressure have driven millions of talented young Americans toward degrees, which haven't delivered the benefits they were promised, and have left defense manufacturers with few skilled workers waiting in the wings," Cadenazzi said. 

The secretary said there are some 400,000 unfilled skilled-trade jobs in the defense industrial base today, and that number could grow to 2.5 million over the next decade. 

Getting Americans into those jobs means convincing young people that skilled-trades work is good work, and meaningful; it is a tall order, he said. 

"We need to reach Americans in their living rooms and classrooms, break the stigma of blue-collar work and drive a massive influx of passionate, capable people into these programs," Cadenazzi said. 

The next workforce that will work in the trades and fill skilled labor positions, he said, is in grade school right now. Those young people need to be reached now to pique their interest. 

"Our approach is that if you don't get kids excited in elementary [and] middle school about the trades, by the time that they graduate high school, they're not actually interested," Cadenazzi said. "[Our] next generation of submarine builders is in middle school today ... so we've got to get them excited in the moment." 

He noted that one potential hurdle will be parents, who may be reluctant to encourage their children to choose a path other than continuing their education in college, because they may themselves be the first in their families to have attended. 

"The idea of their kid going to the trades needs to be something they consider," he said. "We need to help the parents understand that this is a great alternative for their children for the future."

Earlier this summer, the War Department launched the Build Freedom Initiative, which promotes and funds blue-collar careers. Through the initiative, coupled with Secretary of War Pete Hegseth's arsenal of freedom effort, the department aims to strengthen the nation by encouraging more Americans to choose the skilled-trade workforce. For the War Department, that means rebuilding the defense industrial base, including training more young Americans to build and repair ships, aircraft and munitions. 

"Build Freedom will act as a national hiring, training and awareness campaign to drive America's resurgence in defense manufacturing," Cadenazzi told lawmakers. "Build Freedom aligns more than 70 industrial-based analysis and sustainment, or IBAS, workforce projects under one campaign, ensuring that federally funded workforce opportunities reach the Americans they were designed to serve." 

The Build Freedom Initiative was initially launched in three states — Texas, Michigan and Pennsylvania — and DOW plans to expand the program nationwide.  

"This national awareness will drive individuals to our new buildfreedom.us website, a one-stop shop where their interests can be converted into scholarships, training, credentials and job opportunities," Cadenazzi said. "Our goal with Build Freedom is to send a clear, compelling message to the American public: there are hundreds of thousands of good-paying, [artificial intelligence-proof] jobs available today in the [defense industrial base] and in other skilled trades."

Hegseth Attends First Space Academy Commission Meeting

Secretary of War Pete Hegseth traveled to NASA's headquarters in Washington today where he attended the first meeting of the presidential commission on the U.S. Space Academy. 

President Donald J. Trump called for the development of a space academy via an Aug. 28 executive order. The order states that the space domain is critical to national security and that the nation must prepare the next generation of space professionals — including those in the military — in order to defend national interests. 

The commission, which is chaired by NASA Administrator Jared Isaacman, brings together senior leaders from the War Department, the Office of Management and Budget, and the National Security Council. 

During his brief remarks at the meeting's outset, Hegseth praised Isaacman and Air Force Secretary Troy Meink — both of whom attended — as well as President Trump for their leadership in getting the counsel assembled and on the path toward developing a space academy. 

"We are full speed ahead on this partnership on the United States Space Academy and the need for it. The president's been a leader in this domain from the beginning: the Space Force in the first term, [the] Space Academy in the second term," Hegseth said. 

Trump established the Space Force, which falls under the Department of the Air Force, Dec. 20, 2019, when the National Defense Authorization Act for Fiscal Year 2020 was signed into law. 

Hegseth went on to say that space is a domain that the U.S. can't just be "good at." 

"We need to dominate [in space]; and it's not just what we do at the War Department — it's what we do across government, at NASA, in private industry, in collaboration at every echelon," he said. "And so, we see this academy as a key component of ensuring we don't just lead, but we dominate." 

During his opening statement, Isaacson said that the U.S. is currently in another space race, namely with China and Russia, and that "success and failure comes down to months, not years." 

"This is why I think President Trump created the Space Force in his first term … and why now he has charged us to create the United States Space Academy: to make sure we have this training ground for the next generation of technicians, engineers, operators, pilots and astronauts to serve the needs of NASA, as well as the Space Force and other government agencies," he said. 

"Having an academy where we can train the next generation of space professionals — whether it be civilian or military — is just critically important," Meink said during his remarks. "So, we are really looking forward to working with [NASA] to make sure that happens, as well as just the increasing partnership we have [with] NASA across the board. ... I'm really looking forward to [the collaboration]."  

Per the executive order, the committee has until late December of this year to submit a report to the president proposing key details for the establishment of the academy.

Department of War Announces Navy's First Advanced Nuclear Microreactor Deployment at Naval Weapons Station Crane, Indiana

The Department of War announced the planned installation of the State of Indiana's first advanced nuclear Micro Modular Reactor (MMR) at Naval Weapons Station (NWS) Crane no later than September 2028. This action implements President Donald J. Trump's Executive Orders, Deploying Advanced Nuclear Reactor Technologies for National Security and Reinvigorating the Nuclear Industrial Base, which advances a clear mandate to restore American nuclear leadership globally, remove barriers to innovation, and rebuild the domestic nuclear workforce.

The overall project is being executed jointly by the Army's Janus Program, the Office of the Assistant Secretary of the Navy for Energy, Installations and Environment, the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), and the State of Indiana. Together, these partners will secure continuous power for one of the Nation's most important defense technology and weapons installations, create highly skilled American jobs, strengthen the American nuclear supply chain, and rebuild the industrial capacity required for national defense.

The commercially owned and operated MMR at NWS Crane, one of the United States' premier warfighting innovation and capability development hubs, marks the first step in a larger, unified Department-wide effort to deploy safe and secure nuclear power for national security. The MMR installation will provide reliable, around-the-clock power independent of the commercial electric grid, capable of sustaining critical operations under the most demanding conditions. As the first power-producing reactor installed in Indiana, this project expands the United States' power generation capacity and modernizes the energy infrastructure needed to serve local communities and advance missions critical to national security.

The MMR installation is being executed through the Army's Janus Program, in coordination with the Department of the Navy, the Department of War Innovation Unit, and the Office of the Assistant Secretary of War for Critical Technologies (OASW(CT)). This cross-service effort brings together the Army's role as the Department's executive agent for installation nuclear energy, the Navy's operational mission at NWS Crane, DIU's access to commercial innovation, and the Department's critical technology enterprise.

"Under President Trump's bold leadership, the Department of War is rapidly fielding next-generation energy solutions for our warfighters," said Emil Michael, Under Secretary of War for Research and Engineering. "We are unleashing the American nuclear industrial base to ensure our military installations possess the resilient infrastructure required to maintain uninterrupted operations."

OASW(CT) is leading the coordination of key stakeholders across the Department to integrate and execute the Crane project under the Janus Program. "At Critical Technologies, we start from a simple first principle: a technology matters only when it reaches the mission," said Mike Dodd, Assistant Secretary of War for Critical Technologies. "Our standard is to field and deploy capability within 24 months or less. President Trump's Executive Order gave the Department a clear mandate to move advanced nuclear power from promise to deployment. We turned that mandate into a focused sprint within our Contested Logistics Critical Technology Area to deliver this capability on time and on target, strengthen the American nuclear industrial base, and secure a decisive advantage for our warfighters."

This initiative builds on more than a year of close coordination between the Department of War and Indiana state leadership. Senator Jim Banks has been an indispensable partner in advancing the MMR initiative from concept to installation in the Hoosier State. His leadership, together with the direct support of Governor Mike Braun, Senator Todd Young, Representative Erin Houchin, and Representative Mark Messmer, has cleared the path for the Department to move with speed to secure our national defense infrastructure.

The Department will continue to work with Federal, state, and local partners throughout the required safety, environmental, regulatory, and installation processes. Nuclear safety, physical security, cybersecurity, and responsible stewardship of taxpayer resources will remain central at every stage. This project marks the first milestone of President Trump's mandate to revitalize the American nuclear industrial base and deploy next-generation energy technologies to secure an enduring advantage for the Joint Force.

One Year In, U.S. Space Command Headquarters Relocation Moving Expeditiously to 'Rocket City, USA'

On Sept. 2, 2025, President Donald J. Trump announced the relocation of U.S. Space Command's headquarters from Colorado Springs, Colorado, to Redstone Arsenal in Huntsville, Alabama. Since then, USSPACECOM's rapid footprint expansion in the region highlights the command's commitment to an expeditious transition while remaining laser-focused on its no-fail mission.

Today, more than 140 uniformed and civilian personnel assigned to the command's headquarters perform their jobs from three facilities across the Arsenal. This element represents approximately 10% of the organization's total manpower.

USSPACECOM's presence in Alabama includes dedicated relocation support functions, but has also expanded to personnel who directly contribute to the combatant command's mission, which was previously carried out exclusively from Colorado Springs.

Earlier this year in April, the Intelligence Directorate established its Joint Intelligence Support Element. The team, which fulfills global intelligence requirements daily, is the first staff directorate to support operations from Northern Alabama.

Speaking to media last month while in Huntsville for a keynote at the Space and Missile Defense Symposium, the commander of USSPACECOM, Gen. Stephen Whiting, said he expected the growth to continue at the same sustained pace.

"Now, about 11 months since the President made his announcement, we have over 113 people," Whiting told reporters on August 12. "We're on our way to 200 people by the end of this year…and half of our staff here in 2028."

To support this growth, the command is offering financial incentives to its current civilian workforce for retention and mission continuity, while also increasing its visibility and hiring efforts across Northern Alabama and ensuring personnel resources and services are available.

The command's transition team on Redstone, alongside the headquarters' Logistics and Engineering (J4) and Digital Superiority (J6) directorates, works closely with Redstone Arsenal's Garrison leadership to establish interim workspaces while developing plans for the future, purpose-built command and control facility (C2F). Many of the facilities made available during this phase were generously provided by current tenant units, including the Missile Defense Agency, the Missile and Space Intelligence Center, the FBI, and the U.S. Army Space and Missile Defense Command.

Securing $147.5 million in fiscal year 2026 funding enabled the command to establish a secure digital infrastructure, immediately supporting the command's growing staff on Redstone. Crucially, this digital foundation guarantees uninterrupted global command and control as operations scale to support ultimately more than 900 headquarters staff by fiscal year 2028.

This funding, secured through coordination with the office of the Assistant Secretary of the Air Force Financial Management & Comptroller and the Office of the Secretary of War-Comptroller, ensures the command will operate seamlessly from interim facilities until the final C2F is operational.

The speed with which the transition is progressing, Whiting said, highlights how effectively various entities across the Department of War are working together.

"Thanks to the incredible support shown to the command, to include the Department of the Air Force, Army Contracting Command, and Team Redstone – alongside communities in both Colorado and Alabama, our team has remained laser focused on sustaining full mission execution while keeping our headquarters relocation moving on-time and on-budget," he said. "It is a testament to the professionalism and dedication of our people that we accomplished this while advancing national interests on-orbit alongside allies and partners and delivering space effects to the Joint Force."

Maj. Gen. Terry L. Grisham, director of USSPACECOM's Redstone Transition Team and long-time Huntsville resident, echoed Whiting's sentiment.

"This isn't just a move; it's a clear demonstration of this command's commitment to executing the President's directive with the speed and decisiveness our mission demands," Grisham said.

The Department of the Air Force's support was critical as USSPACECOM's executive agent, providing financial, civil engineering, administrative, logistical, and service integration support.

"This transition is key to accelerating how we deliver space capabilities to joint warfighters," said Secretary of the Air Force Troy Meink. "By streamlining our footprint, focusing on faster MILCON processes for our interim and future facilities, and working closely with our partners, we're ensuring U.S. Space Command has the speed, integration, and agility needed to maintain superiority. And this lift is all possible because our workforce has shown incredible resilience and dedication in mission continuity."

While the command has driven progress on the ground, Other Transactional Authorities (OTAs) included in the National Defense Authorization Act accelerated the timeline by utilizing an agile, progressive design-build process. This legislative backing secured $57 million this fiscal year specifically dedicated to the planning and design of the permanent C2F, streamlining traditional acquisition timelines to keep the construction schedule on track.

Over the last year, USSPACECOM has validated its capacity to carry out an expeditious relocation, while simultaneously delivering military spacepower to warfighters around the globe without interruption, including during operations INHERENT RESOLVE, ABSOLUTE RESOLVE and EPIC FURY.

"Over the past year, the Department of War has carried out the President's direction to relocate U.S. Space Command with speed and common sense, identifying and leveraging every opportunity to cut through red tape and bureaucracy in order to get the job done," Secretary of War Pete Hegseth said. "As we continue to execute this move, we do so with the same unrelenting focus on sustaining America's dominance in space and expanding our lethality in all warfighting domains."

Within 24 hours of President Trump's announcement last year, USSPACECOM representatives were on the ground engaging with local community leaders to establish relationships and develop a way forward. As the command continues to transition to its permanent home in Alabama, its momentum remains underpinned by the support of Congress, partnerships spanning the entire Department of War, and the Colorado Springs and Huntsville-Madison communities.

Department of War Launches Secure Space Network to Break Down Barriers to Classified Defense Work

New capability will remove barriers to classified collaboration, strengthen the defense industrial base and accelerate delivery of critical capabilities

The Department of War today announced the Secure Space Network, a new effort to expand access to classified work by designing, producing, and deploying approximately 50 mobile Sensitive Compartmented Information Facilities (SCIFs) and related information systems across the United States. This effort will enable more defense suppliers to participate in classified development, collaboration, and production by broadening regional access to accredited secure workspaces.

Led by the Office of the Under Secretary of War for Acquisition and Sustainment's Office of Industrial Base Growth, the Secure Space Network will provide rapidly deployable secure facilities that can be positioned at military installations, industry-focused sites such as APEX Accelerators, and other mission-relevant locations. 

"We must make it easier for capable companies to contribute at every level of the mission. Industry has identified access to classified environments as a major barrier, and the Secure Space Network directly addresses that challenge by opening the door to classified work for more companies. With strong partnership across the agency and support from Congress, this effort will strengthen our supplier base and help deliver the capabilities our warfighters need faster and at greater scale," said James R. Mismash, Deputy Assistant Secretary of War for Industrial Base Growth and Director of the Office of Small Business Programs.

The Secure Space Network addresses a persistent barrier facing companies seeking to support national defense: access to the secure infrastructure necessary to perform classified work. By making accredited secure environments available for companies in more locations across the country, the Department can expand the pool of companies able to contribute capabilities, collaborate directly with government teams, and compete for classified defense work.

Expanding the Defense Industrial Base

Many companies with technologies relevant to national security do not have ready access to accredited facilities where classified information can be discussed, developed and integrated. For emerging and non-traditional suppliers seeking to work with the Department, establishing fixed classified infrastructure can require significant time and investment, creating a barrier to entry and business expansion.

The Secure Space Network provides a scalable alternative.

Mobile secure facilities can be rapidly deployed, while fixed facilities can provide enduring secure collaboration capacity. Together, these capabilities will drastically expand where government and authorized industry partners can conduct classified work.

The result is a larger and more capable supplier base with greater opportunities to move from unclassified engagement into classified development and production, increasing competition across the industrial base.

Building Secure Capacity at Speed and Scale

This initial production effort will establish a repeatable capability to expand secure infrastructure as national and industrial requirements grow.

The Secure Space Network will also establish scalable production capacity for the mobile units, providing the Department with a surge-capable pathway for rapidly increasing accredited secure workspace capacity across the defense industrial base.
Rather than relying solely on traditional facility construction, the approach gives the Department greater flexibility to position secure capabilities closer to emerging mission requirements, suppliers and technology development activities.

Advancing Acquisition Transformation

The Secure Space Network advances Acquisition Transformation by using an agile, iterative approach to reduce risk and accelerate delivery, in partnership with Space Development Agency. At the same time, expanding access to secure infrastructure enables more suppliers to participate in classified work—strengthening competition and growing defense industrial base to deliver capability to the warfighter faster.

DOW Invests to Upgrade Critical Chemical Defense Materiel Facility

The Department of War (DOW) announced today the June 22 kickoff of a five-year, nearly $19 million investment in Pine Bluff Arsenal, located near White Hall, Arkansas, for production and facility enhancements to improve smoke grenade and smoke pot production. The project, which is being funded jointly through the Office of the Assistant Secretary of War for Industrial Base Policy's Industrial Base Analysis and Sustainment (IBAS) program and the U.S. Army, will replace 25-year-old obsolete equipment and refurbish an existing facility to house the new IBAS-furnished mixing equipment. In addition to the $19 million IBAS investment, the Army has committed $13.7 million in Fiscal Year 2024 to support the facility refurbishment.

"Many of our most important legacy manufacturing systems are hard to maintain due to the departure of the original equipment manufacturers from the defense industrial base," said Assistant Secretary of War for Industrial Base Policy, the Honorable Michael Cadenazzi. "Our partnership with the U.S. Army to modernize Pine Bluff's facilities introduces cutting-edge equipment to deliver warfighter materiel at speed and scale."

The new equipment will incorporate automation and modernized fluidized bed mixers to enhance production throughput. The funding will also allow for the purchase of additional equipment to provide additional capacity or redundancy when required maintenance is needed. Facility upgrades will also improve safety and other quality factors that ensure the industrial base can provide the Joint Services with a reliable source of supply for all smoke and obscurant munitions.

Pine Bluff Arsenal is a key supplier for M18, M83, and M8 smoke grenades and a leader in the design, manufacture, and refurbishment of smoke, riot control, incendiary munitions, and chemical/biological defense items. Pine Bluff Arsenal supports the Secretary of War's priority of Supplying Lethality at Speed and Scale by preserving these crucial defense manufacturing needs that support ground, air, and sea fighting forces with smoke commodities that cannot be easily produced in commercial markets.

U.S. Department of War Invests in National STEM Program to Bolster Defense Workforce Readiness

The U.S. Department of War (DOW) announced today that on May 13 it made a $4 million investment in a national initiative to strengthen America's manufacturing and defense industrial base (DIB). Through a partnership with EXPLR Public Benefit Corporation (PBC) Inc. (EXPLR), the Office of the Assistant Secretary of War for Industrial Base Policy (OASW(IBP)) will fund the Washington, D.C. National STEM Festival event series and a 32-month media campaign under its Industrial Base Analysis and Sustainment (IBAS) program. The primary goal of the investment is to inspire the next generation of skilled professionals necessary for national security.

"This initiative is a direct response to the need for a robust and skilled workforce to maintain the nation's defense capabilities and industrial resilience," said Assistant Secretary of War for Industrial Base Policy, the Honorable Michael Cadenazzi. "Our investment in EXPLR aims to shift perceptions about careers in manufacturing and reduce resistance to pursuing paths within the DIB, while highlighting current positions available."

Activities are tailored for attendees of all ages and include hands-on STEM experiences and programming, along with speakers and mentors from a variety of backgrounds for participants to engage with. The Department of War today launched Starshield AI's Grok for Government, expanding the suite of frontier AI capabilities on GenAI.mil, the Department's premier generative AI platform. Accredited for Controlled Unclassified Information (CUI) at Impact Level 5 (IL5), Starshield AI's Grok for Government is engineered for secure, consistent enterprise use.

Starshield AI's Grok for Government will provide the warfighter with immediate productivity gains, stronger knowledge continuity and more secure and efficient collaboration. By bringing Starshield AI's Grok to GenAI.mil, Department personnel will gain access to advanced capabilities, including deep-thinking inference, adaptive reasoning modes (Auto, Fast, and Expert), customizable workspaces, persistent projects and reusable "playbooks" that capture and scale institutional knowledge. Starshield AI's Grok for Government enables the Joint Force to execute missions faster and with greater precision across numerous operational contexts, ranging from market research analysis for acquisition professionals to supply chain management for logisticians.

This deployment marks another major milestone in the Department's AI Acceleration Strategy and advances one of its core tenets, enterprise AI applications. Department of War Announces a $100 Million Follow-on Equity Investment in Atalco to Secure the Sole Remaining Domestic Alumina Refinery

The Department of War's (DoW) Office of the Assistant Secretary of War for Industrial Base Policy (OASW(IBP)), in partnership with the Economic Defense Unit (EDU), announced today a $100 million follow-on preferred equity investment in Atlantic Alumina Company LLC (Atalco) through the Industrial Base Analysis and Sustainment (IBAS) program.

"Our national defense strategy relies on a robust and self-sufficient industrial base," said the Honorable Michael Cadenazzi, Assistant Secretary of War for Industrial Base Policy. "Investing in Atalco ensures the United States maintains its domestic alumina refining capability, mitigating a critical supply chain risk and protecting our military readiness from foreign interference."

This latest action brings the Department's total investment in Atalco to $400 million. Critically, DoW's funding has catalyzed $350 million in parallel investments from Atalco's current backers , with an additional $50 million expected within the next 75 days, bringing total third-party investments to $400 million. These collective strategic investments, totaling $800 million, will secure operations at the last remaining domestic alumina refinery, preserving a vital node in the U.S. defense industrial base.

Both the DoW's and private capital's follow-on investments will purchase Class A Preferred Units, providing the liquidity necessary to sustain operations, overcome unsustainable foreign competition, and fund capital expenditures to bring the facility back to its nameplate capacity of 1.2 million metric tons of alumina per year.

The DoW requires 200,000 metric tons of metallurgical aluminum annually. While Atalco currently satisfies 60 percent of this demand, this investment will scale production to fulfill 142 percent of the Department's projected demand by 2029. With 99.3 percent of the refinery's output dedicated to national security subsectors, the project significantly insulates the U.S. from supply-chain dependence on foreign adversaries.

"This transaction is structurally anchored to protect U.S. taxpayer capital while providing the targeted liquidity necessary to scale production," said George K. Kollitides II, Director of the Economic Defense Unit. "By investing in this strategic asset, DoW mobilized $400 million of private capital and attracted a world-class independent board of directors to accelerate the development of our domestic capabilities and bridge a vital gap in the aluminum supply chain."

Without this near-term investment, financial and operational stresses would likely force the closure of both the refinery and its affiliated mining operations. This agreement preserves approximately 875 direct jobs across refining, mining, logistics, and port operations, including 530 refinery employees in Gramercy.

The Gramercy facility converts imported bauxite into domestically refined alumina, accounting for roughly 55 percent of domestic alumina demand. It serves as a critical feedstock for aluminum production across the U.S. economy, supplying Century Aluminum smelters in Kentucky, the Mt. Holly smelter in South Carolina, and major manufacturing facilities across Texas, North Carolina, Alabama, Georgia, Illinois, and Mississippi.

This strategic partnership demonstrates the Department's ability to synchronize public and private sector efforts to meet urgent national security demands. Bolstered by the integration of third-party capital, this unified approach has empowered the United States to act decisively in establishing a resilient and enduring domestic aluminum supply chain for the future.

Department of War Announces $35.6 Million Strategic Equity Investment in Trilogy Metals to Secure Critical Copper, Cobalt, and Germanium Supplies in Northwest Alaska

The Department of War's (DoW) Office of the Assistant Secretary of War for Industrial Base Policy (IBP), in partnership with the Economic Defense Unit (EDU), announced today a $35.6 million equity investment in Trilogy Metals Inc. (NYSE: TMQ) through the Industrial Base Analysis and Sustainment (IBAS) program. This strategic partnership establishes a secure, domestic supply of copper, cobalt, germanium, and other critical minerals essential for national defense systems and the broader U.S. Defense Industrial Base.

Under the terms of the executed agreement, DoW's $35.6 million investment secures a 10% direct ownership stake in Trilogy Metals, along with 7.5% in penny warrants, representing a total combined U.S. government economic position of 17.5%. These funds will be directed to support exploration, engineering, and infrastructure development at the Upper Kobuk Mineral Projects (UKMP) in Northwest Alaska, a district-scale, under-explored land package managed under a 50/50 joint venture (Ambler Metals LLC) between Trilogy Metals and South32 Limited.

"To build a robust Defense Industrial Base, we must secure the foundational materials that enable it," said the Honorable Mike Cadenazzi, Assistant Secretary of War for Industrial Base Policy. "This partnership with Trilogy Metals is a decisive investment in America's supply chain independence and our long-term national security."

The transaction directly follows the revival and approval of the Ambler Road Project, a proposed 211-mile industrial access road from the Dalton Highway to the remote UKMP district, which was declared crucial for national security to facilitate the extraction of strategic minerals. The project is projected to create more than 2,730 construction jobs and 500 long-term mining jobs in Alaska, generating over $1.1 billion in state revenues, while driving downstream smelting, refining, and high-value manufacturing across multiple states including Arizona, Utah, Texas, Ohio, and Pennsylvania.

"The Department is tirelessly working to secure the critical minerals needed to build and sustain America's defense and economy," said George K. Kollitides II, Director of the Economic Defense Unit. "This investment puts the taxpayer and our warfighters first by taking decisive action to protect our economy from manipulation, revitalize our industrial base, and create thousands of American jobs that will support our national security for decades to come."

The UKMP contains massive deposits of critical materials, including the Arctic volcanogenic massive sulfide (VMS) deposit, which is one of the highest-grade undeveloped copper deposits in the world. Additionally, the adjacent Bornite project hosts substantial copper, cobalt, and germanium reserves. These materials are the foundation of our defense systems and modern economy, powering electrical infrastructure, defense platforms, datacenters, and advanced electronics.

Army Lasers Blast Drones, Proving Directed-Energy Weapons Are Future

Earlier this week, service members assigned to Joint Task Force Southern Border used the Army Multipurpose High Energy Laser system to stop three hostile, unmanned aircraft systems deemed a threat. They were believed to be linked to drug cartels. 

"The successful defeat of these adversarial drones is a direct testament to the readiness, vigilance and technological edge of the [joint task force]," said Army Maj. Gen. Curtis Taylor, Joint Task Force Southern Border commander. "By integrating layered countermeasures alongside advanced directed-energy capabilities like this laser system, we have made it clear that we will not tolerate hostile surveillance." 

The operation marks the first use of the laser system to defeat cartel-linked drones along the southern border. 

Using directed-energy weapons, such as this, is part of the future of warfare, a War Department official said.  

"The future of warfare obviously is going to include mass attritable drones," the official added.  

The department will procure hundreds of thousands of drones as soon as next year, as well as counter-UAS technology, including directed-energy systems. 

"The department is proliferating directed-energy technology to protect the homeland and the southern border," the official said. "And [U.S. Northern Command and Joint Task Force Southern Border are] deploying these capabilities to take out any ... cartel drones that are doing incursions at the border." 

Directed-energy weapons, such as lasers, can be used to take out both drones and incoming cruise missiles, at a much lower cost than using more expensive kinetic weapons like missiles. Developing scaled directed energy weapons systems, such as what was used at the border, is one of the department's six critical technology areas.  

The other areas include: applied artificial intelligence, biomanufacturing, contested logistics technologies, quantum and battlefield information dominance, and scaled hypersonics. 

"[Directed-energy systems are] low cost per shot, with deep magazines and they can come out against drone swarms," the official said. "That's something that's different than a traditional kinetic system. It's good for the cost-exchange ratio because ... it's better than us firing a $2 million missile at [an inexpensive] drone." 

The use of directed-energy weapons on drones is also in line with the department's counter-drone effort, the official noted.

In June, Secretary of War Pete Hegseth visited White Sands Missile Range, New Mexico, where he observed a variety of directed-energy systems in operation, including the first milestone test of the Golden Dome for America. 

"Cutting-edge directed energy was harnessed, and the Dynamic Defense Autonomous Defeat system flawlessly and autonomously cued, targeted and eliminated a multitude of incoming threats," the secretary said. "This test was executed on schedule and dynamically defeated every threat. I watched our elite warfighters integrate with next-generation technology to stop incoming drones and cruise missiles dead in their tracks." 

In July, the War Department awarded two agreements under the Joint Laser Weapon System program to advance the next-generation cruise missile and unmanned aerial system defense architecture. The agreements have an initial award value of $86 million and a total program ceiling of $847 million. The Joint Laser Weapon System program is meant to transition directed-energy capabilities from demonstration prototypes into field-ready, production-oriented platforms. 

"We must actively defend the homeland against emerging threats," said Emil Michael, undersecretary of war for research and engineering and chief technology officer for the War Department. "We are partnering with industry to rapidly deliver deep magazine directed energy capabilities to the joint force that can be seamlessly deployed across multiple domains."

Army Selects Vendors, Sites for Nuclear Microreactors

The Army announced yesterday that the Janus Program selected five nuclear energy vendors and five initial locations to build and operate nuclear microreactors.

In partnership with the War Department's Defense Innovation Unit, the Army is awarding up to $2.2 billion in total for these microreactors. The project will deliver safe, secure and reliable nuclear power, strengthening the Army's ability to project power globally, while supporting the revitalization of American industrial capacity and technological leadership. 

"Since launching the Janus Program, our mandate from President [Donald J.] Trump and Secretary [Pete] Hegseth has been clear: secure the power our warfighters need to train, deploy and win," said Dan Driscoll, Army secretary. "Awarding these contracts accelerates our ability to deliver safe, reliable baseload power directly to our installations. We are building the energy resilience necessary to project combat power globally, without relying on potentially vulnerable external grids."

With private sector funding expected alongside government investment, the Army expects to build and operate more than 20 nuclear microreactors across War Department installations.

The five selected vendors and installations are:

  • Antares Nuclear Inc. at Fort Bragg, North Carolina.
  • BWXT Advanced Technologies LLC at Fort Campbell, Kentucky.
  • General Atomics Electromagnetic Systems at Fort Hood, Texas.
  • Radiant Industries Inc. at Fort Benning, Georgia. 
  • Westinghouse Government Services at Fort Drum, New York
"We are seeking not just reactors capable of turning on for a brief demonstration, but rather systems able to deliver power with high-capacity factors for years of operation," said Jeff Waksman, principal deputy assistant secretary of the Army for installations, energy and environment. "The Janus Program will be a complete success when and only when we have assisted multiple nuclear companies in developing truly reliable and affordable nuclear microreactors, which they can sell to other buyers beyond just the military."

After gathering technical and operational information from industry partners, the Army narrowed the potential industry awardees for agreements. A decision board and panel of top nuclear and technical experts from the Energy Department, national laboratories and representatives from across the services provided rigorous input on the technical risks, financial situation and management capabilities of the solutions. 

The close collaboration ensured selected vendors would provide solutions to enhance energy resilience for specific operational needs at military installations. Aligning these vendors with Army installations represents the culmination of a yearlong effort to evaluate and prioritize installations based on a multitude of factors, from energy needs to seismic and hydrological considerations, with a primary focus on safety.  

As the Janus Program moves forward, vendors will bring nuclear technologies to other military installations for continued energy resilience across the entire War Department. The Army will announce additional military sites at a later date and continues to drive toward the September 2028 target outlined in Executive Order 14299 for operation of a first reactor.

"The Army is leading the nation in its return to nuclear preeminence," said Jason Craft, Janus Program manager. "Our selected industry awardees represent the most viable technologies to achieve this capability, setting conditions for both installation energy resilience and operational energy solutions."

Using a milestone-based payment model, vendors will receive government funding only after successfully hitting specific technical goals. This investment model brings together approximately $2.2 billion across fiscal years 2027-2031, along with significant capital investment from each vendor. 

This technology development model will speed up the delivery of next-generation energy solutions to the warfighter and promote innovation while ensuring accountability, Craft said. The prototype reactors will be contractor-owned and operated. Collaboration with utility providers is needed for the success of the Army's nuclear power strategy and the Janus Program. The Army will work closely with providers on the program to ensure the best possible outcomes, while continuing to collaborate with them now and in the future.

"The Army's Janus Program has my full support," said Emil Michael, undersecretary of war for research and engineering and War Department chief technology officer. "The War Department is acting swiftly to implement President Trump's executive order. ... We are unleashing America's domestic nuclear industrial base to ensure a more resilient and secure energy supply for the joint force."

Microscopic Precision, Global Impact: Navy Scientists Support Trident Missile System

The pristine precision needed to certify the nation's underwater nuclear deterrent is anchored on the talents of civilian scientists at a Navy laboratory in Southern California. 

At Naval Surface Warfare Center Corona Division, scientists can measure parts down to millionths of an inch — the level of exactitude required to keep the Navy's Trident nuclear missiles ready. 

The Trident II D5 Life Extension ballistic missile is launched underwater from submarines, providing a critical deterrent and survivable response to aggression. The Navy's Portfolio Acquisition Executive Strategic Systems Programs provides the highly accurate and reliable weapon system to the warfighter. 

NSWC Corona's Measurement Science and Technology Laboratory plays a critical role in the Trident II D5LE missile by controlling and certifying the ultra-precision tools required for its assembly, known as special interface gages. 

"Every single component from every manufacturer is built correctly thanks to these gages," said Michael Pierce, NSWC Corona's Weapons Interface Assessment branch manager. "The work that we do here guarantees that those weapons will work as they're intended every single time."

Special interface gages verify the form, fit and function of missile parts down to tolerances in the millionths of an inch. These highly precise gages ensure missile components are manufactured to the exact shape and size needed, so they fit and work as designed when installed on a submarine. 

NSWC Corona controls and ships gages to the defense industrial base partners responsible for manufacturing and assembling the Trident missile. The mandatory use of these gages ensures that the missiles manufactured by industry meet the Navy's requirements. 

"We have engineers that design these highly specialized tools," Pierce said. "They are certified against the nation's highest measurement standards to guarantee their precision." 

In addition to supporting the Trident missile, NSWC Corona's Measurement Science and Technology Laboratory helps sustain critical weapons systems throughout the Navy and Marine Corps. From small pistols to hypersonic missiles, the warfare center's expertise in calibration and specialized gages ensures the accuracy of measurements throughout the fleet. Its inventory ranges from precision hand-held tools, like calipers, to computerized machinery, like coordinate measuring machines.

Department of War Announces a $750 Million Investment as Part of a $1.55 Billion Initiative to Secure Critical Rare-Earth Elements From Serre Verde

The Department of War's (DoW) Economic Defense Unit (EDU), in partnership with the Office of the Assistant Secretary of War for Industrial Base Policy (IBP) announced today a $750 million investment with US SIIE, LLC through the Industrial Base Analysis and Sustainment (IBAS) program. These funds will be utilized to support an offtake agreement for mixed rare-earth carbonates (MREC) produced at Serra Verde's Pela Ema Project in central Brazil. 

This strategic partnership will establish a secure supply chain for rare-earth elements (REE) critical for national defense and economic security.

This $750 million is part of a broader $1.55 billion total investment structure mobilized by EDU, which includes a $300 million purchase commitment from the Defense Logistics Agency (DLA) and a $500 million commitment from a money-center bank. 

"Securing resilient domestic and allied supply chains is a fundamental warfighting requirement," said HON Mike Cadenazzi, Assistant Secretary of War for Industrial Base Policy. "By partnering with Serra Verde, we are taking a decisive step to break our adversaries' near-monopoly on rare-earth elements. This collaborative effort ensures that our defense industrial base has the guaranteed, long-term access to the critical materials needed to manufacture next-generation weapons systems and maintain our technological edge."

This initiative aggressively addresses an over-dependence on China for rare-earth elements. Once fully operational, this project will secure a massive supply of vital elements like Dysprosium, Terbium, Neodymium, and Praseodymium, effectively bypassing Chinese supply chain dominance and supporting emerging U.S. magnet manufacturing capabilities. The deal follows a DFC financing agreement with Serra Verde for a $565 million loan to optimize and expand the Pela Ema Project. These investments work in parallel with the Department of Commerce's efforts to establish a non-Chinese mine-to-magnet value chain. 

"This historic $1.55 billion investment is a major step towards securing one of the most vital supply chains for our warfighters and our economy," said George K. Kollitides II, Director of the Economic Defense Unit. "By ensuring reliable access to these critical rare-earth elements, we are protecting the production of everything from fighter jets and nuclear submarines to the energy infrastructure and commercial technology that power our modern world."

Rare-earth elements are necessary to improve the thermal stability and magnetic strength of Neodymium-iron-boron (NdFeB) magnets, which are essential for manufacturing critical components for our warfighters. These include advanced systems in nuclear submarines, fighter jets, satellites, guided missiles, combat vessels, and drones. Beyond defense, these high-purity materials are a vital raw material for energy infrastructure, transportation, aerospace, and electronics, making them a cornerstone of a modern, industrial economy.

Motors Assembled at Tobyhanna Army Depot Power Drone to World-Record Flight

A battery-powered small unmanned aircraft system recently shattered a world endurance record, flying for more than eight hours in the desert heat — a milestone achieved using critical propulsion components assembled by the Army's organic industrial base.  

During the Game of Drones 26-2 demonstration at Edwards Air Force Base, California, July 15-17, two brushless direct current motors assembled at Tobyhanna Army Depot, Pennsylvania, successfully powered a Group 1 small UAS to a record-breaking flight time of eight hours, 41 minutes and 43 seconds. The aircraft flew for approximately 300 miles before safely landing, surpassing the previous record by 50 minutes.  

The record-breaking flight represents a major milestone for Army Materiel Command and its efforts to build secure, domestic supply chains for critical defense technologies. The demonstration served as the first major outdoor operational test of the Tobyhanna-assembled motors on an active aircraft.  

"AMC is proud to provide materiel solutions to support innovation across the uncrewed systems spectrum," said Army Capt. Lee Washburn, AMC military liaison for advanced manufacturing of small UAS. "From providing components to soldiers at innovation labs, to providing industry clean supply chain solutions in support of drone dominance, it is our goal to continue to participate in events that demonstrate our capabilities and help refine our components for the warfighter based upon realistic testing."

Rapid, collaborative on-site manufacturing made the achievement possible. The drone was designed in less than 10 minutes using computer prompts via adaptability software. Within 24 hours of takeoff, the aircraft was fabricated inside a mobile containerized production factory using commercial 3D printers, integrated with the Tobyhanna brushless motors and a battery from an industry partner and assembled on-site by a three-person team.  

The event, sponsored by the Defense Contract Management Agency blue list team, highlighted a strategic shift toward domestic production. By establishing manufacturing capabilities within the Army's organic industrial base, the service is working to eliminate foreign dependencies for critical parts.  

"This is a huge milestone for AMC and Tobyhanna, considering the fact that we just cut the ribbon on the new brushless motor line on June 30," said Jon Strzelec, the AMC advanced manufacturing lead for small UAS.  

AMC recently began transforming the organic industrial base to produce and assemble various critical small UAS components, including frames at Rock Island Arsenal-Joint Manufacturing and Technology Center, Illinois, and batteries at Red River Army Depot, Texas.  

A key focus of this initiative is developing organic industrial base capabilities to help government, industry and academic partners secure Defense Contract Management Agency approval for systems and components to be included on the blue list. The blue list is an aggregated reference portal of compliant, cybersecure and U.S.-manufactured UAS platforms and components, facilitating safer, faster procurement for defense users. AMC is already seeing positive results through this initiative, having sent small UAS that the organic industrial base fully assembled to several Army units for use in training events. Additionally, two brushless motor form factors and multiple lithium-ion battery configurations from Tobyhanna are being tested on various platforms at Redstone Test Center's new UAS test operations center.

As AMC continues to scale its advanced manufacturing capabilities including chassis, circuit card assemblies and propellers, its coordination with Defense Contract Management Agency remains vital.  

"As AMC's production efforts across the [organic industrial base] continue to expand, we will continue to work with [the Defense Contract Management Agency] in not only blue listing these components but also providing them to the experimental test force for Game of Drones events to innovate and break other performance and endurance records," Washburn said.  

The small UAS performance data from Edwards Air Force Base has been officially submitted to the Guinness Book of World Records for verification.

Army Develops Ultra-Light Vehicle for Changing Battlefields

Getting troops and equipment across the battlefield is a vital part of every theater operation — soldiers and their kits, as well as spare ammunition and other supplies, all need to arrive quickly, with nothing left behind — or risk jeopardizing the mission. 

The Joint Light Tactical Vehicle and Humvee have done a great job at performing those tasks so far, but the battlefield is always changing. In some cases, those vehicles are too heavy and impractical for the task at hand. So, the Army chose to develop a new, ultra-light troop transport vehicle.

The Infantry Squad Vehicle is an ultra-light tactical vehicle that carries nine passengers and their equipment. Its evolution was informed by soldier touchpoint events.

"We are extremely proud of this program and what we've been able to achieve in a short period of time," said Susan Fung, Portfolio Acquisition Executive Maneuver Ground's mobile brigade combat team deputy project manager. "In this high-stakes environment of modern warfare, playing it completely safe is often the most dangerous thing a leader can do for decades."

Fung explained that the team is intentionally trading the illusion of a risk-free acquisition process for the ability to use commercial products and iterating with continuous soldier feedback through the Army's Transformation in Contact program.

"Traditional defense acquisition has prioritized its bureaucratic processes and zero-defect mentality over speed, and while well-intentioned, that approach often meant our soldiers had to wait quite a bit for critical capabilities to reach the field," she said.

The Infantry Squad Vehicle program began in 2019, with a procurement objective of 649 vehicles. However, based on soldier feedback and TIC experimentation, Fung said soldiers told them what they truly needed. 

"This led to an explosive growth driven entirely by operational demand," she added.

The number of vehicles required increased to 900 in February 2021. It increased two more times and was set at 2,593. In April 2025, the service approved the ISV utility variant and increased the Army procurement objective, bringing the total to 5,733 vehicles across both variants, Fung explained.

"In February of 2026, the Army established the current position objective and procurement objective at 11,582 vehicles," she said. "That shows you the increased objective based on soldier demand, and that's really equivalent to about an 18-fold increase from the original requirement. Not because of requirements creep, but really because soldiers validated the capability in the combat training environments and demanded more."

John Hufstedler, the product director for ground mobility vehicles at PAE Maneuver Ground, said that connecting with the system's mission was critical during the development of the vehicle. 

"Early on, the ISV succeeded by staying locked-in. A few key requirements were transportability, [but] mobility and payload and resisting requirements creep," he said, adding Army senior leaders kept the vehicle's mission in focus. 

"Anytime somebody wanted to add a radio with encrypted keys or hang another piece of encrypted equipment off the platform, leadership just didn't buy into it. And that allowed the vehicle to stay focused and true to its mission, so we didn't have to leave a soldier back with the vehicle. All nine could go execute the mission and objective," Hufstedler said.

The traditional acquisition approach allows custom military specifications, extensive government testing and sequential milestone gates. Hufstedler explained that this process can take four to 10 years, often resulting in cost overruns and technological obsolescence.

Instead, he explained that the ISV took the rapid acquisition approach, using commercial off-the-shelf solutions and minimal military modifications. That approach resulted in the first unit being equipped within 24 months. 

Transparency Aids Progress

Taking a more risk-positive approach to developing the ISV required somewhat of a culture change within PAE Maneuver Ground. Specifically, it required more direct, transparent communication.

Hufstedler believes that leading by example, empathy, listening, incorporating team feedback into decisions and a willingness to stand by those decisions as leaders were key. He added that providing team autonomy, while clearly defining boundaries and success criteria and transparency at all levels of communication, also contributed to their success.

Next-Generation Variants

"With the ISV program, we prove[d] that calculated risk works," Hufstedler said. "We keep going back to commerciality — I think that has helped us a lot — trusting our soldiers' judgment and moving at the speed of relevance; I think we've delivered that capability."

The Army's willingness to accept commercial standards as a starting point and make the soldiers the primary evaluators of the equipment will be critical to the success of developing ISV variants, he noted.

Fung said the team is currently developing the ISV heavy variant. It will include enhanced onboard power generation and storage capability to support next-generation command and control equipment.

"Overall, the ISV program is a great example of our acquisition reform, which allows getting capabilities to the field faster, leveraging commercial technologies while staying agile and giving soldiers what they really want," she said.
